Solution

When the [Shooting mode] is set to ⋖Handheld NightScene⋗, [IS Mode] will be set to [Continuous].

Also [IS-Mode] items will not appear in the Menu when ⋖Handheld NightScene⋗ () mode is set, so [Off] cannot be selected.
